Meeting Minutes of March 8, 2018

a.       Meeting Minutes of February 8, 2018, approved

 

III.             Report from Board or Executive Committee

a.       North Trail Overlay District (NTOD)

                                                                          i.      Proposed sunset date extended to five (5) years or until form-based code adopted

                                                                        ii.      Presentation to Planning Board

·         March 14th at 6:00 pm (Commission Chambers)

·         1st item on agenda

                                                                      iii.      City Commission vote in April

IV.             Subcommittee Reports

a.       Bayfront 20:20 Update (Ryan Chapdelain)

                                                                          i.      Sasaki will presenting preliminary designs during interactive open houses in April

                                                                        ii.      Based on feedback, Sasaki will come back at the end of May with a final design

 

V.                Presentation/Discussion

a.       Economic Development Office (Susan Dodd)

                                                                          i.      April 2nd presentation to City Commission, to include $75,000 - $80,000 towards North Trail Redevelopment

·         Will circulate presentation in advance

·         Would like feedback as to what specific points of the presentation are most important to us

·         Would be ideal if someone could speak on the NT’s behalf during the presentation to the Commission

                                                                        ii.      Includes incentives:

·         Signage Grant Program

·         Store Front Grant Program

·         Financial subsidiary to off-set impact of mobility fees for new developments

                                                                      iii.      Motion passed to send letter in support of Economic Development Office’s presentation to City Commission for North Trail priorities

b.      Branding/Identity for the North Trail

                                                                          i.      Public Relations Committee working on, but would like input

                                                                        ii.      Current focus:

·         Helping businesses become successful on the Trail and help collectively to support

·         Advocate for new improvements on the Trail, new businesses such as The Strand (under development) and potentials such as Starbucks – letting those outside of our community know what is happening

·         Creating an identity

a.       For example, The Reserve evolved into what it is today

b.      Creating a good chance of success for new businesses

                                                                      iii.      Discussion/Ideas

·         “It’s Hip, It’s Chic!”

·         Historical

·         Eccentric

·         Distinct charm (i.e. Tampa to Miami – the Route 66 of Florida)

·         The diversity of the North Trail (college students to local neighbors, young, old and mixed ethnicity)

·         Let it grow organically (evolve with new businesses), for a slower adoption of an identity

·         Discussion of what people outside think (unsafe?)

·         Don’t want to be a “North” downtown or a Lakewood Ranch

·         Placemaking/visuals of “districts” along the North Trail (i.e. flags on posts, etc.) 

·         Discussion that name should remain “Historic North Trail” or “Historic North Tamiami Trail”

·         Discussion regarding concern of parking 

a.       EDO is looking at parking and is gathering data on actual use

·         Discussion of North Trail events, such as a Taste of Sarasota for the North Trail with local businesses – bring people to the North Trail

                                                                      iv.      Committee will comeback with ideas in a couple of months
